A 56-year-old San Angelo man was charged with Cruelty to Animals on Monday after Police discovered the man’s severely neglected dog tied to a fence in the 400 block of E. 19th Street.

A San Angelo Police Officer who was in the area on an unrelated call for service heard what sounded like a dog coughing and became concerned.  The Officer approached the residence and discovered a pit bull tied to a fence.  The dog was dehydrated and emaciated and the dog’s bones were visible through the skin.

While waiting for Animal Control to respond, the dog’s owner arrived.  The man was identified as Christobal Martinez.

Animal Control arrived and seized the dog due to the poor living conditions and the dog’s weakened state of health.

Martinez was arrested and transported to the Tom Green County Jail without incident.
